The growing exploitation of fish on the high seas has raised concerns due to by-catch of threatened species, habitat destruction, and overexploitation of commercially important pelagic species, such as tuna. High-seas fisheries can also impact coastal fleets, as many species targeted on the high seas are straddling stocks, spending part of their lives in coastal waters, meaning poor management of the high seas can have widespread consequences.
